Department Summary The Office of Economic Development (OED) is provided by law (c.20, HRS; Sec. 2-15. R.C.O.1976)
Department Mission The Office of Economic Development works, in partnership with the community, to create economic opportunities towards the development of a healthy, stable and balanced economy for the residents of the County of Kauai.
The Office of Economic Development (OED), as a government entity, interfaces with business and community leaders as well as other government programs to enhance Kauai's economic development activities. OED is responsible to provide technical and financial support, as feasible, for both large and small business establishments or existing and emerging new industries which offer full employment for Kauai's residents.
Department Goals The Office of Economic Development Departmental Goals are as follows:
- Foster and strengthen a well-qualified labor force consistent with local industry direction and workforce needs.
- Expand and strengthen well-balanced visitor industry promotions and businesses aligned with enhancing island-wide product development projects.
- Increase support and collaboration to ensure the continual growth and expansion of Kauai's agricultural project.
- Increase advocacy and coordination efforts for energy efficiency projects, energy emergency preparedness programs, and increase use of renewable resources.
- Increase high level film location productions and expand business development efforts to secure a major film studio complex on Kauai.
- Improve the facilitation of coordinated research, market analysis, and compilation of local industry/community-related data and statistics to support business and commmunity development.

The County of Kaua'i, in partnership with the Hawai'i Tourism Authority, the visitor industry and the community at large, has adopted its Tourism Strategic Plan. We invite you to look at the TSP and the Action Plans that support a three-year implementation effort. Please note that the Action Plans are "living" documents that will be revised and updated as progress on the Plan is made.

Kaua'i Made Program Launched - Thursday, October 19, 2006 Did you know that more than 80% of visitors to Kaua‘i report that shopping for Kaua‘i products is one of their top three activities? Shopping trails only renting a car and going to the beach when it comes to what’s top of mind for the more than one million people who visit Kaua‘i every year. That makes shopping a $19-million a year industry for Kaua‘i product makers and retailers.
The County of Kaua‘i has teamed with the Hawai‘i Tourism Authority to create a program that will help link visitors with the products they are seeking. Kaua‘i Made brochures and a specially-designed website will help visitors shop on the island or from home – all year round.
Applications are now being accepted for vendors and retailers who wish to participate. Details of the Kaua‘i Made program are outlined in Ordinance No. 838.

“Team” Concept Readies Kauai's Youth for Careers of the Future - Wednesday, October 19, 2005OED continues to partner with private industry and our public schools to introduce Kauai's children to a variety of career options that will allow them to live and work here post-graduation. The effort started wtih the launch of Team Tech Kauai in 2003, and has resulted in each of our public schools being adopted by a high tech company. Student enrichment activities, involving professionals from the high tech industries, have benefited children, teachers and parents. In addition to Adopt a School, Team Tech spawned an annual technology career fair held at KCC's Technology Center, Kauai In-STEP (a high-energy science show provided annually for every 4th, 6th and 8th grader), a tech jobs website that links college students and grads outside of Kauai with opportunities here, and a graduate tracking system to keep sutdents connected with our local community. Believing that our children are our greatest resource, Mayor Baptiste launched Team Tech with the goal of launching similar efforts for the Health and Wellness field, Agriculture, and the emerging industry surrounding Renewable Energy. The Kauai Economic Development Board has been a partner in the effort, and in August 2005 launched its Aloha Ike program. Inspired by and supporting Team Tech and the newly formed Team Health, Aloha Ike provides grants to teachers who create partnerships with private industry to provide innovative learning opportunities for our kids. Aloha Ike is also tied to promoting growth in the six industry clusters identified in the Kauai Economic Development Plan 2005-2015. In the meantime, Team Health is in the process of recruiting Health and Wellness professionals in its own "Adopt A School" effort - scheduled to be launched in January 2006. "No effort is too great for our kids," said Mayor Baptiste. "It's the greatest and most important investment we can make in our future."
