Standard Operating Procedures (SOP) Update

The County of Kaua‘i is announcing the following changes in Standard Operating Procedures (SOPs) for the Drivers Licensing Division.

STARTING MONDAY JULY 27, 2020

We will be open Monday to Friday, hours will be from 8 am to 4 pm.

Kupuna hours will now be from 8 am to 9 a.m. Monday through Friday. No appointments are necessary for those ages 65 and older. However, kupuna are advised to be in the building by 8:45 a.m.

All other services will resume by appointment only from 9 a.m. to 4 p.m.

Please note: Due to our work schedule changes appointments that were previously booked between 7am – 9am and 4pm – 5pm had to be cancelled. We apologize for any inconvenience.

Effective Monday, July 6, 2020, driver road testing will resume.

Road testing appointments can only be made by calling the Drivers Licensing Division at 241-4242 and the following safety protocols will be in place:
 All passengers in the enclosed vehicle will be required to wear a mask
 All passengers in the vehicle will have their temperature taken immediately prior to the road test
 The applicant will sign an affidavit indicating recent travel and any symptoms of sickness
 The air conditioning system in the test vehicle will remain off and windows rolled down to maximize air flow.

   

The Drivers License Division reserves the right to refuse service to any customer who does not abide by the guidelines or does not feel comfortable in the testing vehicle. Detailed applicant information and health and safety requirements can be found at https://www.kauai.gov/DriversLicense.

Drivers License Division

The Driver's License section is responsible for a number of programs. We issue new and renewal licenses for drivers of all motor vehicles, State of Hawai'i Identification Cards (SID) new, renewals and duplicates. We also issue disabled persons placards for parking, and taxi operator permits. This department is also responsible for the Commercial Driver License Program's testing and licensing.

Requirements to Obtain a Driver License or State Identification Card, Out of State Transfers and new Permits

  • Proof of Social Security Number: SS Card, W-2 or 1099 Tax form, or pay stub with the complete SS#
  • Legal Presence Document: Valid U.S. Passport, U.S. Passport Card or U.S. Birth Certificate, Foreign Passport with U.S. Immigration Admittance Documents, Naturalization Certificate, Permanent Residence Card, Foreign Passport with current admittance stamp or I-94, etc.  (Original or Certified Copy Only)
  • Name Change: Name change trail must be shown from birth name to current name. Marriage Certificate, Legal Name Change Document, Divorce Decree, etc. (Original or Certified Copy Only).
  • Proof of Principle Address: Two (2) documents containing applicants residential address.
  • Note:  Additional documents may be required if there is a difference in names on the documents submitted. Documents presented must be valid originals or certified copies.  Photo copies or faxes are not acceptable as proof.

NEWS RELEASE

HAWAII RESIDENTS WILL NEED REAL ID COMPLIANT IDENTIFICATION TO FLY STARTING OCT. 1, 2020 October 1, 2021
 
HONOLULU – The Hawaii Department of Transportation (HDOT) in coordination with the Transportation Security Administration (TSA) and county agencies remind the public of the October 1, 2021 date to obtain a REAL ID compliant Hawaii driver’s license or State identification card with the “star in a gold circle” marking.

 

Every person traveling domestically on a commercial airline will need to present a REAL ID compliant credential or another acceptable form of identification by October 1, 2021 pursuant to the REAL ID Act, which was passed by Congress in 2005. This law enacted a recommendation from the 9/11 Commission and established minimum security standards for state-issued driver licenses and identification cards. The Act further prohibited federal agencies, including the TSA, from accepting state-issued driver licenses or identification cards that do not meet the minimum standards.

 

The “star in a gold circle” on a Hawaii driver’s license or identification card indicates the credential is REAL ID compliant. If people want to continue using their driver’s license for Federal purposes, such as boarding a commercial aircraft after the deadline, it must have the “star in a gold circle.”
 
“We want people to know there is about a year remaining until the federal deadline to update your identification. While there is time, we don’t want people to wait until the last minute,” said Director Jade Butay, Hawaii Department of Transportation. “People should also be aware the driver’s license is not their only option. There are various other acceptable identifications that will work to allow you on a plane.”
 
“Because the majority of people who travel on a commercial aircraft use a driver’s license as their form of identification at the TSA security checkpoint, now is the time to plan ahead to ensure compliance with REAL ID requirements,” said TSA Federal Security Director for the Pacific Jenel Cline. “Starting   October 1, 2021 TSA officers will be prohibited from accepting identification from a traveler that does not meet the REAL ID standards.”

 

While the driver license is the most common form of identification used by travelers, TSA accepts multiple forms of identification at the security checkpoint including:

 
• Driver's licenses or other state photo identity cards issued by Department of Motor Vehicles (or equivalent)
• U.S. passport
• U.S. passport card
• DHS trusted traveler cards (Global Entry, NEXUS, SENTRI, FAST)
• U.S. Department of Defense ID, including IDs issued to dependents
• Permanent resident card
• Border crossing card
• State-issued Enhanced Driver’s License
• Federally recognized, tribal-issued photo ID
• HSPD-12 PIV card
• Foreign government-issued passport
• Canadian provincial driver's license or Indian and Northern Affairs Canada card
• Transportation worker identification credential (TWIC)
• U.S. Citizenship and Immigration Services Employment Authorization Card (I-766)
• U.S. Merchant Mariner Credential
 
In Hawaii, if required documents proving legal presence, legal name, date of birth, social security number and current Hawaii principal residence are already on file, you may be able to apply for a duplicate license with the “star in a gold circle” at your driver license office.
 
If the proof of legal presence, legal name, date of birth, social security number and Hawaii principal residence documents are not already on file, or your legal name or address have changed, the request for the “star in gold circle” ID must be submitted in person.
 
All Hawaii driver licenses and IDs are valid through their expiration date for non-federal purposes.
 
Hawaii began issuing REAL ID complaint licenses and State identification cards on January 16, 2018.
 

 

 Acceptable Documents For: Hawaii Principal Residence Address

(Two documents from different entities or accounts are required)
Documents must show the Hawaii address and the applicant's full first and last name as the addressee.  Documents from the same entity must have different account numbers or identifiers.  An affidavit available from your county Driver License office to prove your residence may be applicable to those that do not have any documents with their full first and last name as the addressee.  The affidavit provides for the applicant to affirm that the applicant's principal residence is the same as the Hawaii address of the person they reside with and documentation will be provided by the affiant.  This commonly occurs with children living with their parents but other circumstances may apply as well.  The affidavit form must be notarized or signed by the affiant in person and witnessed by the staff processing your application.  The affidavit form may be obtained from your county Driver License office.  
 
  • Valid Driver’s License 
  • Current vehicle registration or title 
  • Valid insurance statement or card (Examples: automobile, homeowners, medical, etc.) 
  • Mail addressed to the applicant from a government or medical entity not more than two-months old (Examples: Voter notification postcard (yellow card), Social Security Administration 1099 benefits, hospital statement, etc.)  
  • Current real property tax assessment form 
  • Utility bill not more than two-months old (Examples: electric, water, gas, cable TV, phone, etc.) 
  • Financial statement not more than two-months old (Examples: bank, credit union, or other financial institution checking account or savings account, investment company, credit card, debit card, etc.)  Same account numbers from the same business entity will qualify as only one proof for the address document requirement.  
  • Payroll check or payroll check stub issued by an employer not more than six-months old 
  • Current mortgage account or proof of home ownership
  • Current residential rental or time-share agreement for six-months or more 
  • U.S. individual income tax return, W-2 form or income tax form 1099 from the previous year 
  • Hawaii individual income tax return or HW-2 form filed in the last two-years 
  • Letter from the Hawaii State Department of Human Services indicating the person is receiving welfare assistance dated not more than 90-days old 
  • Documentation or valid identification card that the applicant is receiving State of Hawaii public assistance (health benefits, social services program, etc.) dated not more than 90-days old 
  • Receipt for personal property taxes paid 
  • A stamped Department of Taxation form A-6 (Tax Clearance Application) 
  • Medical card issued by a health insurance agency 
  • Applicants documenting enrollment in a State or Federal address confidentiality program which allows an applicant to obtain and use alternative addresses may use an alternative address on the card, but must provide the applicant’s permanent address for file purposes
  • P.O. Box numbers are not acceptable to indicate a Hawaii principal residence address unless a number and street name have not been assigned for United States mail delivery.  An address convention used by the United States Postal Service is acceptable.  
  • Hawaii principal residence address affidavit, provided the spouse, parent’s, guardians or other’s  address can be verified and the affidavit is notarized within two-months of the application date.  Contact your county Driver License office for further information.  
  • Homeless applicants may use the address of their current shelter agency, or if not staying in a shelter, may use the general delivery of the post office nearest where they spend most of their time.  In addition, for state ID applicants, a signed sworn statement from a victim service organization, an attorney, a member of the clergy, correctional institutional staff, a medical or other health professional from whom the person has sought services, or a verification letter from a homeless service provider as documentary evidence of the person’s address.  

 

 

Acceptable Documents for Veteran Designation (effective October 1, 2014)

NOTE: Applicable to any person who served in any of the uniformed services of the United States and was discharged under conditions other than dishonorable.

  • DD Form 214 (Certificate of Release or Discharge from Active Duty) The Defense Department issues to each veteran a DD-214, identifying the Veteran's condition of discharge – honorable, general, other than honorable, dishonorable or bad conduct. Before January 1, 1950, several similar forms were used by the military services, including the WD AGO 53, WD AGO 55, WD AGO 53-55, NAVPERS 553, NAVMC 78PD, and the NAVCG 553.
