Commercial Activity

The Department of Parks & Recreation (DOPR) provides quality recreational and leisure time experiences for residents and visitors of County of Kaua‘i.

A Commercial Activity Application should be submitted by any 'for profit' vendor to operate on a County of Kaua‘i park. Staff will review various factors and work with applicants to properly plan.

Fees may be required according to the Kaua‘i County Code and DOPR Administrative Rules. Costs and payment deadlines will be clarified with applicants before approval.

Permit applications are accepted through the portal in the link below.

At this time, DOPR is only accepting applications for:

  • Kayak vendors with ORMA permits from the Department of Land & Natural Resources
  • Surf school/stand-up paddle vendors with ORMA permits from the Department of Land & Natural Resources
  • Amusement equipment, portable toilet and tent vendors

Commercial Activity Application Instructions

Commercial Activity vendors (e.g., kayak and surf school/stand-up paddle vendors) wishing to utilize/operate in County parks must complete the "Commercial Activity Application" in the portal.

Step 1.Applicants are required to complete all sections of this application. All proposed activities and events are subject to the approval of the County of Kaua‘i - Department of Parks & Recreation (DOPR). DOPR will return the application if it is incomplete.

Step 2.Submittal of an Application does not grant a permit or confirmation to conduct the business.

Step 3.Please allow 5-10 business days for staff to respond.

Step 4.All applications are to be submitted at least 30 business days prior to business operation start date.

Step 5.Applications are only being accepted up to 60 calendar days prior to the business operation start date and up to 60 calendar days prior to the current permit expiration date for existing permit holders.

Step 7.Most correspondence will be through the portal. Timely responses are important to expediting the approval process. Non-response is grounds for canceling the application.


IN ORDER TO COMPLETE THE APPLICATION, THE FOLLOWING MUST BE UPLOADED:

  • General Excise Tax License from the State of Hawai‘i, Department of Taxation
  • Certificate of Compliance from the State of Hawai‘i, Department of Taxation
  • Certificate of Commercial Insurance policy, naming the County of Kaua‘i as an Additional Insured as well as any additional insurance requirements(PDF, 87KB)
  • Certificate of Good Standing with the Department of Commerce and Consumer Affairs
  • Temporary Food Vending Permit from the State of Hawai‘i, Department of Health (as applicable)
  • Vehicle Certificate from the State of Hawai‘i, Department of Health (as applicable)
  • Commissary License from the State of Hawai‘i, Department of Health (as applicable)

Commercial Vendor Application Instructions

Commercial Vendors (e.g., amusement equipment, portable toilet and tent vendors) wishing to operate at select pavilions in conjunction with a permitted activity must complete the "Commercial Vendor Application" in the portal.

Step 1.Applicants are required to complete all sections of this application. All proposed activities are subject to the approval of the County of Kaua‘i - DOPR. DOPR will return the application if it is incomplete.

Step 2.Submittal of an Application does not grant a permit or confirmation to conduct the business.

Step 3.Please allow 5-10 business days for staff to respond.

Step 4.All applications are to be submitted at least 10 business days prior to the business operation start date.

Step 5.If you have any questions, please call (808) 241-4463 or email recpermits@kauai.gov.

Step 7.Regardless of start date, all permits will expire on June 30th and December 31st of every year, beginning in 2022.

Should you require additional assistance or have no access to a computer/internet, in-person assistance is available at the Lihue Civic Center, Moikeha Building at 4444 Rice Street, Suite 150, Lihue, Hawaii 96766, between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday (except holidays).

Requirements for in-person assistance:

  • Two individuals per party allowed at a time
  • Present a government-issued ID with photo
