Application period for Residential Cesspool Conversion Grant Program

LĪHUʻE – The County of Kauaʻi Housing Agency announces that the application period for the Residential Cesspool Conversion Grant Program 2 will begin on Sept. 8 at 10 a.m. and will close on Oct. 6 at 4:30 p.m.

The online application and additional program details, including the priority criteria, are available on the County's website at https://www.kauai.gov/Government/Departments-Agencies/Housing-Agency/Residential-Cesspool-Conversion-Grant-Program.

Applicants who previously applied for the initial Residential Cesspool Conversion Grant Program 1 and were placed on the waitlist must reapply for Program 2.

This program provides selected, qualified homeowners with up to $20,000 in reimbursement for converting existing cesspools to individual wastewater systems (IWS) approved by the Hawaiʻi State Department of Health, Wastewater Branch. Program funding is provided through the Hawaiʻi State Department of Health Water Pollution Control Revolving Fund (WPCRF). With a total allocation of $1,000,000, the program can support 50 homeowners.

Cesspools already converted to an IWS with an Approval-To-Use date prior to May 1, 2026, are not eligible for reimbursement under this program.

Grant enrollment is limited. Applications will be evaluated according to the priorities established in County Ordinance 1104. Individuals can submit an application even if they meet all, some, or none of these priorities. If program funds remain after selecting applicants based on the specified priorities, those who do not meet the priorities may be considered on a first-come, first-served basis. Submitting a complete application as early as possible will influence the applicant's priority for receiving available funding.

Residents are encouraged to apply online to expedite the upload of required supporting documentation and to submit timely, complete applications. Hard copies of the application are also available and can be picked up at the Housing Agency office during business hours at 4444 Rice Street, Suite 330, Līhuʻe, HI 96766.
