Kaua‘i Police Department hosts Change of Command

LĪHU‘E – The Kaua‘i Police Department held a Change of Command ceremony on Thursday, June 12, at the Kaua‘i Veterans Center to mark the official transition of leadership from outgoing Police Chief Todd Raybuck to incoming Interim Police Chief Elliott Kalani Ke.

The event was attended by department personnel, local officials, and community members to celebrate the distinguished service of Chief Raybuck, who has led the department since 2019. Representing Mayor Derek S.K. Kawakami at the ceremony was former KPD Chief Michael Contrades.

In his farewell remarks, Chief Raybuck reflected on his time with the department and the island community. “Serving as Kaua‘i’s Police Chief has been the greatest honor of my professional career,” said Chief Raybuck. “This community welcomed me with open arms, and I will forever be grateful for the aloha, the lessons, and the spirit of service shared by the men and women of KPD. I leave knowing the department is in good hands.”

Chief Contrades added, “Chief Raybuck’s tenure was marked by tremendous progress in modernizing the department, strengthening training programs, and embracing new ways of connecting with both technology and youth.”

The ceremony also served as a moment to welcome Interim Chief Kalani Ke, a Kaua‘i native and veteran of the department since 1999. Chief Ke has held multiple leadership roles within KPD, including Assistant Chief, and is a graduate of the FBI National Academy.

In his first public remarks as Interim Chief, Ke emphasized his commitment to building on the department’s progress and deepening community trust. “I am humbled and honored to take on this responsibility,” said Chief Ke. “My priority is to continue to provide the highest level of service to our Kaua‘i community and the island we call home.”

“Chief Ke’s journey from patrol officer to the helm of KPD is a reflection of his steadfast dedication to public service and the people of Kaua‘i,” said Contrades. “His leadership will be grounded in experience, integrity, and a deep understanding of our island.”

Mayor Kawakami was unable to attend the event but extended his warmest aloha and gratitude to both leaders, “On behalf of the County of Kaua‘i, we thank Chief Raybuck for his outstanding service and congratulate Chief Ke as he steps into this vital role with strength and humility.”
