Man arrested following suspicious person report in Kīlauea

KĪLAUEA – A 23-year-old man was arrested on Monday following a report of a suspicious person at a residence in Kīlauea.

On Monday, Mar. 17, 2025, at approximately 8:00 p.m., officers with the Kaua‘i Police Department (KPD) were dispatched to a residence in Kīlauea following a report of a suspicious person discovered on the roof of a home. Preliminary reports indicate that residents of the home found the suspect taking photos through a window. Responding officers successfully de-escalated the situation and took the suspect into custody without incident.

Although the suspect was without identification and refused to cooperate with the investigation, police have been able to identify him as Luis Manterola, a citizen of Mexico.

Manterola was arrested for the offense of Violation of Privacy in the First Degree. He is currently being held in KPD Cellblock with bail set at $50,000.
