Officer Joseph Himongala named HSLEOA Officer of the Year

LĪHU‘E – The Kaua‘i Police Department (KPD) congratulates Officer Joseph Himongala on being named the Hawai‘i State Law Enforcement Officers Association (HSLEOA) Officer of the Year.

Each year, HSLEOA recognizes an Officer of the Year from participating law enforcement agencies across the state. Officer Himongala was selected as KPD’s recipient in recognition of his outstanding service, professionalism, compassion, and commitment to protecting the Kaua‘i community. Officer Himongala’s work has included serious traffic investigations, crisis response, and community outreach. As a Traffic Crash Reconstructionist and Drug Recognition Expert, he provides specialized expertise in some of KPD’s most complex traffic investigations.

Last year, Officer Himongala investigated a fatal hit-and-run on Nāwiliwili Road. With limited evidence, he worked to identify and locate the driver, resulting in felony charges. Throughout the investigation, he also remained in contact with the victim’s family, helping them understand the investigative process and providing updates during a difficult time.

His commitment to public safety is also evident while off duty. While driving home after work, Officer Himongala came upon a serious crash on Kūhiō Highway involving a child who had been ejected onto the roadway. Assessing the child’s severe condition, Officer Himongala immediately rendered lifesaving first aid with skill and composure. While administering care, he also provided reassurance, keeping the child calm and conscious until medical personnel arrived.

Additionally, Officer Himongala is a member of KPD’s Crisis Negotiator Team and assisted with the apprehension of a murder suspect earlier this year. He also continues to train and mentor fellow officers, building on his experience as a former Field Training Officer. As a Certified Child Passenger Safety Technician and instructor, he works with community partners to educate families and promote child passenger safety.

“Officer Himongala is someone our community can count on,” said Chief Rudy Tai. “He brings experience and sound judgment to difficult situations, and he treats the people involved with respect and compassion. Those qualities are evident in everything he does, and we’re proud to have him on our team and to see him receive this recognition.”
