Public invited to an Environmental Impact Statement Meeting Aug. 6

WAIMEA – The Department of Public Works invites the public to an Environmental Impact Statement (EIS) Public Scoping Meeting on August 6, beginning at 4:30 p.m., at the Waimea Canyon Middle School Cafeteria.

Department of Public Works is preparing a Draft Programmatic Environmental Impact Statement (EIS) for the proposed Waimea 400 project. As part of the environmental review process required under Hawai‘i Administrative Rules (HAR) Chapter 11-200.1-23, the EIS Preparation Notice (EISPN) was published on July 23, 2025.

The meeting will begin with an open house at 4:30 p.m., followed by a presentation at 5:30 p.m., and an oral comment period starting at 6:00 p.m. Community members are encouraged to attend to learn more about the project and provide feedback that will help shape the scope of the Draft EIS. Oral comments will be accepted during the meeting and audio recorded in accordance with HAR §11-200.1-23.

The Waimea 400 site comprises 417 acres acquired by the County in 2019 in partnership with Kīkīaola Land Company and the Faye family. Following extensive community input, the County published the Waimea 400 Master Plan in January 2022, which outlines a vision for housing, recreation, agriculture, and economic development. The Draft EIS will evaluate potential environmental impacts associated with the project. The EIS will also incorporate a community-driven affordable housing plan led by the Kaua‘i County Housing Agency.
