Program Description:
The major functions of this program are to audit personnel transactions for compliance to laws, rules and regulation; to classify positions; to recruit for qualified applicants; to handle labor relations matters in a timely, efficient, economic and judicious manner; and to advise departments on Civil Service laws, rules and regulations. The Civil Service Commission hears appeals from the actions of the Director of Human Resources and other appointing authorities and advises the Mayor and the Director of problems concerning personnel administration. This program endeavors to provide the members of the commission with opportunities to keep abreast with the latest developments in public personnel administration throughout the United States.

COVID -19 VACCINATION STATUS: All new hires must show proof of COVID-19 vaccination.  Upon offer of employment, it would be incumbent upon the applicant to notify the County of any religious or medical exemption that will prevent the applicant from meeting this requirement.  Requests for a reasonable accommodation will be considered on an individualized basis.

Hawaiian Trades Academy Police Exam Preparation Program on Kaua'i

Applications are now open for the Hawaiian Trades Academy Police Exam Prep Program on Kaua‘i. The Council for Native Hawaiian Advancement, in partnership with the County of Kauaʻi (COK), Kauaʻi Police Department (KPD), and Kauaʻi Community College’s Office of Continuing Education and Training, will launch the 7-week Police Exam Prep Program on Kauaʻi in August. 


Participants seeking a career as a police officer on Kauaʻi will:

  • Learn about the COK application process
  • Develop skills/critical thinking to better prepare for the KPD hiring & selection process (including the written exam, pre-offer testing and background investigation, and post-offer testing processes)
  • Receive mentoring from active and retired KPD team members
  • Hawaiian cultural and financial education


In-person classes starts August 11 to September 22, held every Wednesday from 5:30-8:30pm, at Kauaʻi Community College. 


Distance learning may be offered to Kauaʻi and Oʻahu residents only (police exams are specific to county). Offer subject to change based on enrollment. 


18 years and older may apply for the program (Minimum age requirement at time of applying for KPD police services officer is 20 years old).


This program is FREE; however, a $50 refundable deposit for participation is due on the first day of class and will be returned upon successful completion of the program.

Changes in Standard Operating Procedures (SOPs) for Department of Human Resources
  •  Business hours will be from 7:45 a.m. to 4:30 p.m. Monday through Friday and visits will be by appointment only;
  • Individuals who require assistance with completing an online job application may call (808) 241-4956 for assistance, and there is no longer a desktop computer for use in the lobby;
  • Only one (1) person will be allowed in the lobby at any given time in order to practice social distancing;
  • Job candidates who are not located on Kauai may be eligible for virtual written tests if a subsequent in-person performance test is not required.
