MISSION STATEMENT: 

To protect lives and property in the County of Kauaʻi by coordinating and integrating efforts among all levels of government and the private sector to mitigate against, prepare for, respond to and recover from natural disasters, acts of terrorism and other threats and hazards.

 

VISION: 

The Kauaʻi Emergency Management Agency strives to actively promote and enhance whole-community preparedness, resilience and safety in the face of numerous threats, hazards and disasters that can potentially affect our island communities.

Postponement of September 20th Nationwide EAS & WEA Test - New Date October 3rd

As of today, FEMA, in coordination with the Federal Communications Commission (FCC), has postponed the nationwide test of the Emergency Alert System (EAS) and Wireless Emergency Alerts (WEA) until the previously scheduled back up date on October 3, due to ongoing response efforts to Hurricane Florence.

The Federal Emergency Management Agency (FEMA), in coordination with the Federal Communications Commission (FCC), will conduct a nationwide test of the Integrated Public Alert and Warning System (IPAWS) Wireless Emergency Alert (WEA) and Emergency Alert System (EAS) on Wednesday, October 3, 2018. The WEA portion of the test will take place at 8:18 AM HST and the EAS portion follows at 8:20 AM HST. The test will assess the operational readiness of the IPAWS infrastructure for distribution of a national message and determine if technological improvements are needed. The EAS test will be conducted in conjunction with radio, television, and cable operators in all U.S. states, territories and tribal lands, and the WEA test will take place in coordination with wireless providers.

This will be the first nationwide IPAWS WEA test.

Nationwide Test of the Emergency Alert System and Wireless Emergency Alert – September 20, 2018

The Federal Emergency Management Agency (FEMA) in coordination with the Federal Communications Commission (FCC) will conduct a nationwide test of the Emergency Alert System (EAS) and Wireless Emergency Alert (WEA) on September 20, 2018 (primary date) or October 3, 2018 (secondary date). 

The WEA portion of the test commences at 8:18 a.m. HST and the EAS portion follows at 8:20 a.m. HST. The test will assess the operational readiness of the infrastructure for distribution of a national message and determine whether technological improvements are needed.

Cell phones that are switched on, within range of an active cell tower and whose wireless carrier participates in WEAs should be capable of receiving the national test message, and will receive the same special tone and vibration as with all WEA messages (i.e. Tornado Warning, AMBER Alert).

This is the fourth EAS nationwide test and the first national WEA test. The WEA test message will be sent to cell phones. Previous successful EAS national tests were conducted in September 2011, 2016 and 2017 in collaboration with the FCC, broadcasters, and emergency officials.

The EAS test is scheduled to last approximately one minute and is made available to EAS participants including radio and television broadcasters, cable systems, satellite radio and television providers, and wireline video providers. The test message will be similar to regular monthly EAS test messages with which the public is familiar.

The WEA test message will read “This is a test of the National Wireless Emergency Alert system. No action is needed.” The WEA system is used to warn the public about dangerous weather, missing children, and other critical situations through alerts on cell phones. It allows customers whose wireless provider participates in WEA and who own a WEA compatible wireless phone to receive geotargeted alerts of imminent threats to safety in their area through unique tones and vibration. The national WEA test will use the same special tone and vibration.

Monthly Siren Test - Tuesday, September 4th at 11:45 am

The State’s monthly test of the Statewide Outdoor Warning Siren System, coordinated with the test of the Live Audio Broadcast segment of the Emergency Alert System, is scheduled for TUESDAY, September 4, 2018 at 11:45 a.m.
The warning sirens are used to alert the public to emergencies. During this monthly test, all warning sirens will sound a one-minute Attention Alert Signal (Steady Tone). There will be no exercise or drill accompanying the test.
The Attention Alert Signal informs residents to turn on a radio or television for information and instruction for an impending emergency, or if in a coastal inundation area, evacuate to higher ground.

HI-EMA Reminds Residents to Prepare for Hurricane Season

With the arrival of hurricane season, the Hawaii Emergency Management Agency (HI-EMA) is reminding residents to prepare an “emergency kit” of a minimum of 14 days of food, water and other supplies.
“Our 14-day recommendation is based on the experiences of other states and jurisdictions that have gone through similar disasters,” said Jennifer Walter, Chief of HI-EMA’s Preparedness Branch. “What happened in Puerto Rico last year can happen here, but we have a chance to get ahead of the game. Everyone who plans ahead and prepares an emergency kit helps not only themselves, but the entire community deal with a disaster.”
Hurricane season runs from June 1 to November 30.
