In 2023 the County of Kaua‘i contracted the consultant HDR to issue a letter of interest to technology vendors both locally and throughout the nation, and screen responses to determine whether respondents can offer established, emerging, or undeveloped systems, and how the proposed systems rank against other performance criteria.
In addition to the above, the study provides an overview of various waste management technologies, identifies how the technologies were screened, assesses the combined technologies, estimates technology costs, and provides conclusions and recommendations. As a next step, the study recommends a formal, cost-competitive, two-stage Request for Proposal (RFP) be issued to interested parties.
