POINT-IN-TIME (PIT) COUNT TOPLINE REPORT
The 2026 PIT represents the best available data for estimating homelessness in the rural counties of Hawai`i, Maui, and Kaua`i on the night of January 25, 2026. The estimate adheres to the federal definition of homelessness, which includes individuals and families residing in emergency shelters and transitional housing facilities, as well as people identified as sleeping and living in an unsheltered location on the night of the count. The count is neither a measure of housing stability among people residing in housing nor a measure of the conditions of such housing and the general housing environment. The U.S Department of Housing and Urban Development (HUD) requires Bridging-the-Gap (BTG) Continuum of Care to produce an unduplicated estimate of sheltered and unsheltered homelessness on a one-day point-in-time conducted during the last 10 days of January. The count is a one-day snapshot of homelessness.
For the 2026 Kauai County Point in Time Count Topline Report(PDF, 247KB), 516 individuals were identified as homeless, 73 of which were keiki.

LĪHU‘E - Kauai County Housing Agency is pleased to announce the completion of its Five-Year Homeless Strategic Plan(PDF, 14MB) and Gaps Analysis(PDF, 4MB). This plan was developed through a collaborative, community-informed process and will require continued partnership and support from stakeholders as we move into the implementation phase. The Action Plan will be utilized to guide the County’s Homeless Program and focus our Homelessness Grant in Aid Program. RESOURCES
HCV (Housing Choice Vouchers): The HUD Housing Choice Voucher Program (formerly the Section 8 Program) is the federal government's major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes, townhouses and apartments. VASH (Veterans Affairs Supportive Housing): The HUD-Veterans Affairs Supportive Housing (HUD-VASH) program combines HUD’s Housing Choice Voucher (HCV) rental assistance for homeless Veterans with case management and clinical services provided by the Department of Veterans Affairs (VA). VA provides these services for participating Veterans at VA medical centers (VAMCs), community-based outreach clinics (CBOCs), through VA contractors, or through other VA designated entities.

Kealaula on Pua Loke:
In partnership with the State of Hawaii, the Kauai County Housing Agency opened Kealaula on Pua Loke in November 2020. This project offers permanent supportive housing with on-site case management provided by the County of Kauai. Kealaula is currently at full occupancy. To be considered for housing please fill out a pre-application form. Kaua’i Community Alliance (KCA):
About: KCA is recognized by the US Department of Housing and Urban Development (HUD) as the primary group in Kauai County serving the homeless. Members include key non-profit agencies (Catholic Charities Hawaii, Family Life Center, Kauai Economic Opportunity, YWCA, US Vets, Women in Need, Malama Pono, the Kauai County Housing Agency and others) serving the homeless and advocating for affordable housing. KCA members also include individuals who are or were homeless, businesses, faith-based groups and others.

Bridging The Gap (BTG): The Hawaii balance-of-state Continuum of Care (CoC) is known as Bridging the Gap (BTG). BTG is a geographically based group of relevant stakeholder representatives that carries out the operating and planning responsibilities of the CoC program. Statewide Office on Homelessness and Housing Solutions (OHHS): The Governor’s Coordinator on Homelessness is the point person for all homeless issues in the state as part of the Hawai’i Department of Human Services.
