To All Interested Agencies, Groups & Persons:
Pursuant to 24 CFR Part 91, notice is hereby given that the Kaua‘i County Housing Agency will hold in-person and virtual public meetings in preparation for the fifth program year of the Consolidated Plan 2020-2025 (CP) and Annual Action Plan 2024 (AAP), Community Development Block Grant (CDBG) Program, HOME Investment Partnerships (HOME) Program, and Housing Trust Fund (HTF) Program. The Housing Agency anticipates receiving federal grant funds from the U.S. Department of Housing and Urban Development (HUD). Public meetings will be held to discuss the use of federal grant funds for community needs, and receive public comment and input. Following the virtual public meeting, a CDBG informational webinar will be held to provide information on how to apply for funding. The County of Kaua‘i will hold combined in-person and virtual meetings with the State Hawai‘i Housing Finance and Development Corporation (HHFDC) on:

The purpose of the CP and the AAP is to ensure that jurisdictions receiving federal assistance plan for housing and community development related needs in a way that improves availability and affordability of decent, safe, and sanitary housing and creates economic opportunities for low- to moderate-income families in our community. The CP focuses on three areas of concern: housing, homelessness, and community development. To receive funds made available under certain HUD programs, the County and State must have a housing strategy and CP that has been approved by HUD.
Documents, materials and information on how to apply for CDBG funding will be available at the meeting and posted on the Housing Agency’s website at: https://www.kauai.gov/Government/Departments-Agencies/Housing-Agency/Housing-Community-Development/Community-Development-Block-Grant-Program-CDBG
A recording of the webinar will also be available on the website. A link to online applications will be available on October 6, 2023. NO PAPER APPLICATIONS WILL BE ACCEPTED. Deadline to submit CDBG applications online is December 8, 2023, at 4:30 p.m.
Interested persons are invited to attend in-person or virtual public meetings and provide comments. Written comments may be mailed to 4444 Rice Street, Suite 330, Līhu‘e, HI 96766 or emailed to kbarros@kauai.gov or sfranco@kauai.gov. All comments received by November 20, 2023 will be considered in preparing the AAP 2024.
Closed captioning services will be provided for the virtual meeting and webinar. LEGAL PUBLIC NOTICE
To All Interested Agencies, Groups & Persons:
Pursuant to 24 CFR Part 91, notice is hereby given that a draft Consolidated Annual Performance and Evaluation Report (CAPER) for program year 2022 (7/1/22-6/30/23) is available for review and comment. The CAPER is an annual review of progress made in carrying out priorities and activities for the County’s 5-year Consolidated Plan (2020-2025). The CAPER provides an assessment of the County’s progress in meeting objectives for the federal Community Development Block Grant Program, HOME Investment Partnership Program, and Housing Trust Fund Program.
The draft CAPER 2022 is available online on the County’s Housing Agency webpage. To receive a copy by mail, please call 808-241-4444. Upon request, this document is available in alternate formats such as large print or electronic copy. All interested persons who wish to comment on the CAPER may submit comments to Kauai County Housing Agency, Attn: Kerri Barros, or via email kbarros@kauai.gov, no later than 4:30 p.m. on September 11, 2023. All comments received will be considered prior to submission of the final CAPER to the U.S. Department of Housing and Urban Development.

The Housing Policy for the County of Kaua'i
The purpose of Ordinance No. 860 is to establish by law a housing policy in furtherance of the goals and objectives identified for the Kauaʻi County Housing Agency in Section 2-1.16 of the Kauaʻi County Code 1987. Ordinance No. 860 includes workforce housing requirements for residential and resort developments, and codifies procedures used to administer housing development programs. The Ordinance is effective June 10, 2008 as Ordinance No. 860(PDF, 165KB) .
Administrative Rules(PDF, 999KB) know as "The Administration of Chapter 7A, Kaua'i County Code, Pertaining to the Housing Policy for the County of Kaua'i" was adopted on July 21, 2015 for the purpose of implementing the goals and objectives of Chapter 7A, Kaua'i County Code 1987. 2022 Income, Rental and For Sale Limits
Pursuant to Ordinance No. 860, US Department of Housing and Urban Development (HUD) provides the County with the Kaua'i median household income amount each year. In addition, HUD provides income limits, by household size, for extremely low income households that earn thirty percent (30%) of the median household income, very low income households that earn fifty percent (50%) of the median household income, households that earn sixty percent (60%) of the median household income, and low income households that earn eighty percent (80%) of the median household income. The Housing Agency provides Workforce Housing and Gap Group income limits utilizing the Kaua'i median household income and HUD's methodology.
